Dagher, former secretary general of the General People's Congress party to which Yemen's President Abedrabbo Mansour Hadi once belonged, was named as prime minister by Hadi in April. Iran-backed rebels have been in control of capital Sanaa since 2014, forcing the government to declare second-city Aden as temporary capital. But Hadi and many government officials, including Bahah, spend most of their time in Riyadh as they struggle to secure Aden and other parts of the country where Sunni jihadists have gained ground.

دعا رئيس الوزراء اليمني، أحمد عبيد بن دغر، إلى التمسك بمشروع الدولة الاتحادية بأقاليمها الستة، ومنها إقليم حضرموت، معتبراً إياها الحصن المنيع في مواجهة المشاريع الأخرى، وأن التمسك بها هو تمسك بالوحدة اليمنية في صيغتها الجديدة العادلة.
وقال بن دغر تعليقاً على عقد ما يسمى “مؤتمر حضرموت الجامع”، إن ما وصفها بدعوات التفرقة لا تتفق مع رؤية القوى الوطنية أو مشروع القيادة الشرعية، كما أنها لا تخدم حضرموت.
بن دغر وجّه النصح لمن يتبنون فكرة المؤتمر لأن يجعلوه مؤتمراً لإقليم حضرموت يدعى له من شبوة والمهرة وسقطرى، حتى يكون منسجماً مع تطلعات مواطني الإقليم.
